The GApps TV app only supports Android TV. To install Google Apps package, you need to download and install GApps TV app first.
GApps TV had a no-piracy policy and does not host paid apps.
Take note that GApps TV does not provide you with any license for Google's APKs included in the package. It is your own responsibility to obtain the proper permissions by e.g. buying an OHA-licensed device with pre-installed Google Apps.
The pre-built packages from GApps TV app are provided ONLY as courtesy by GApps TV without warranty of ANY kind, under the terms that they can be freely used for personal use only.
